This skid-mounted facility should be designed by a qualified design institute; it represents a fully developed process unit in terms of processes, equipment, and electrical control systems. Generally, the head office does not carry out design reviews for such units, but only verifies the connection conditions and auxiliary facilities. The responsibility for the design lies with the manufacturer of the skid-mounted unit
Whoever designs it is also the one who reviews it; for skid-mounted units, the design, equipment manufacturing, and assembly are all handled by the same party
