Preface: All technical requirements specified in this standard are mandatory. This standard replaces GB18218—2009 \"Identification of Major Hazard Sources\". The main changes in this standard compared to GB18218—2009 are as follows: ———The standard title has been changed to “Identification of Major Hazard Sources for Hazardous Chemicals” ; ———Processing processes and storage activities involving hazardous chemicals in the mining industry have been included within the scope of application ; ———The scope of non-applicability has been expanded to offshore oil and gas extraction activities ; ———Some terms and definitions have been revised ; ———The scope of hazardous chemicals has been revised ; ———The critical quantities for hazardous chemicals have been revised ; ———The distinction between critical quantities in production areas and storage areas has been removed. This standard was proposed by the **State Administration of Work Safety. This standard is under the jurisdiction of the Sub-Technical Committee for Chemical Safety Standardization (TC288/SC3) of the National Technical Committee for Work Safety Standardization. The organization responsible for drafting this standard is the China Academy of Work Safety Science. The drafting unit of this document is Sinopec Qingdao Safety Engineering Research Institute. Identification of Major Hazard Sources for Hazardous Chemicals 1 Scope This standard specifies the criteria and methods for identifying major hazard sources of hazardous chemicals. This standard applies to various enterprises or organizations involved in the production, use, storage, and handling of hazardous chemicals. This standard does not apply to: a) nuclear facilities and plants that process radioactive materials, except for the departments in such facilities and plants that handle non-radioactive materials ; b) **Facilities ; c) Mining industry, except for processing processes and storage activities involving hazardous chemicals ; d) Transportation of hazardous chemicals ; e) Offshore oil and gas exploration activities. 2 Normative reference documents The provisions in the following documents become provisions of this standard through reference to it. For any referenced documents dated, all subsequent amendment sheets (excluding corrections) or revised versions are not applicable to this standard; however, parties reaching an agreement under this standard are encouraged to consider whether the latest versions of such documents can be used. For reference documents without a date, the latest version applies to this standard. GB12268 List of Names of Dangerous Goods GB20592 Safety Regulations on Classification, Hazard Labels and Hazard Statements of Chemicals Acute Toxicity 3 Terms and Definitions The following terms and definitions apply to this standard. 3.1 Hazardous chemicals: Chemicals that possess properties such as flammability, explosiveness, toxicity, or harmfulness, and can cause damage to people, facilities, and the environment. 3.2 Unit: One set of production equipment, facilities, or premises, or several sets of such equipment, facilities, or premises that belong to the same production and operation unit and are within a distance of less than 500 m from each other. 3.3 Critical quantity: The specified amount for a certain hazardous chemical or category of hazardous chemicals; if the amount of such chemicals in a unit is equal to or exceeds this amount, then that unit is considered a major hazard source. 3.4 Major Hazard Sources of Hazardous Chemicals: Units that produce, process, use, or store hazardous chemicals on a permanent or temporary basis, and in which the quantity of such chemicals is equal to or exceeds the critical level. 4 Identification of major hazardous sources of hazardous chemicals 4.1 Basis for identification 4.1.1 The basis for identifying major hazardous sources of hazardous chemicals is the hazardous properties of those chemicals along with their quantities, as detailed in Tables 1 and 2. 4.1.2 The method for determining the critical quantity of hazardous chemicals is as follows: a) For hazardous chemicals within the range of Table 1, their critical quantities are determined according to Table 1 ; b) For hazardous chemicals not covered in Table 1, the critical quantity is determined according to Table 2 based on their level of hazard ; If a hazardous chemical has multiple hazards, the determination is based on the lowest critical value among them. Organic peroxides: Substances with a hazard classification of 5.2 – 50. Toxic substances: Substances with a hazard classification of 6.1 and acute toxicity in category 1 – 50; Substances with a hazard classification of 6.1 and acute toxicity in category 2 – 500. Note: The hazard classifications and packaging categories for the above hazardous substances are determined in accordance with GB12268, while the acute toxicity categories are determined in accordance with GB20592. 4.2 Identification criteria for major hazard sources: A unit is classified as a major hazard source if the quantity of hazardous chemicals present in it is equal to or exceeds the critical values specified in Tables 1 and 2. The quantity of hazardous chemicals present in a unit is classified into the following two categories depending on the number of types of hazardous chemicals being handled: 4.2.1 If there is only one type of hazardous chemical in the unit, then the quantity of that single chemical constitutes the total amount of hazardous chemicals in the unit; if this quantity is equal to or exceeds the corresponding critical value, it is considered a major hazard source. 4.2.2 When there are multiple types of hazardous chemicals present within a unit, the calculation is carried out using Equation (1). If this equation is satisfied, then it is considered a major hazard source: q1/Q1 + q2/Q2 + … + qn/Qn ≥ 1………………………(1) Where: q1, q2, …, qn —— the actual amount of each type of hazardous chemical, in tons (t) ; Q1, Q2, …, Qn———the critical quantities corresponding to each hazardous chemical, in tons (t).
