Inspection status of the heat-traced small pipelines

Gentlemen, I have a question for you: how can one check whether the steam tracing system used in pipelines is functioning properly? Should water, gas, or steam itself be used for this purpose?
If the pipeline is already installed, just supply steam to it. This allows one to identify areas where heating is not sufficient.
