Is it necessary to install static bonding wires for the valve flanges of pipelines? Why are there two sets of systems – one with designs for both hydrogen and combustible gas pipelines, while the other lacks any hydrogen pipelines?

It seems that there is no clear standard at the moment. Previously, it was required that for flanges and valves connected to flammable and explosive media using 4 or fewer bolts, static discharge bonds should be used; now, however, it is required that such bonds be used in all cases, regardless of the type of medium or the number of bolts. I couldn’t find any specific relevant regulations online either.
