The notes in 4.8.2 of GB50984 specify the distance requirements between VCE explosion hazards, highly toxic emission sources, and areas with concentrated personnel. There are no disputes regarding VCE explosion hazards; the standards are clear on this point. For something to be classified as an explosion hazard, two conditions must be met simultaneously: 1) the area where the equipment is located must be larger than 500 square meters. 2, C2, C3, C4, and heat-related C5 exceed 10 T. However, the standards provide a rather vague definition of high-toxicity emission sources, specifying concentrations and equivalent reserves; examples include hydrogen sulfide, chlorine, carbon monoxide, and ammonia. I also checked HG20660 – hydrogen sulfide, carbon monoxide, and chlorine are classified as having high toxicity, while ammonia is considered to have moderate toxicity. So the question arises: since ethylene oxide poses an extremely high level of hazard, does it fall under the category of high-toxicity emission sources? Are all other extremely toxic, highly toxic, and moderately toxic media classified as high-toxicity release sources if they meet the concentration and reserve requirements? If that’s the case, doesn’t that mean it needs to be at a significant distance from the control room, laboratory, office building, and so on? (Max 200 meters)

The explanatory document for GB-50984 explains explosive and highly toxic hazard sources in Section 4.8.2; it analyzes explosivity based on the volatility/explosion limits at room temperature, and analyzes toxic hazards based on volatility and toxicity. As a result, for the people involved, the consequences in terms of casualties are the same. Therefore, the management facility area needs to be kept away from 3 and 4 in 4.8.2. The specific distance just needs to ensure it is far away from any hazards. Of course, the dangerous distance from an explosion and the dangerous distance from toxicity require specific assessment.
