Do the steam pipes in industrial parks belong to GB2 or GC2?

Dear sea friends: May I ask whether the steam pipes in the industrial park fall under GB2 or GC2 standards? The design pressure of these steam pipes is 1.6 MPa, and the design temperature is 250°C. The pipes are laid alongside the municipal roads within the park
First are industrial pipes, GC2
GB: Public pipelines refer to gas and heat pipelines used for public services or domestic purposes within cities or towns. GC: Industrial pipelines refer to process pipelines owned by enterprises and institutions, which are used for transporting process media, as well as utility pipelines and other auxiliary pipelines. This includes pipelines that extend beyond the factory’s boundary lines but are under the control of the enterprise or institution. If the definition doesn’t change, it should be GC
In factories, this pipe is referred to as GC, while in domestic use it is called GB. When applying for the qualification for pressure pipeline design, we mistakenly classified the pipes that carried fluids from the industrial park to the factory as belonging to the GB category; however, the review experts determined that such pipes fall under the GC category of industrial pipelines.
