How are chemical plant buildings distinguished?

I was working on a chemical engineering project recently, and the people from the planning bureau said that they only handle buildings, not structures. Then I got stuck in hesitation. Definition of a building in the \"Standard for Terms in Civil Building Design\": A space and structure constructed from building materials, serving as a place for people to live and carry out various activities. Structures are man-made constructions that do not have, contain, or provide living spaces for humans, such as water towers, ponds, filtration tanks, clarification tanks, biogas digesters, etc. According to this definition, wouldn’t chemical plant buildings with a high degree of automation all become structures? Yet it seems that such a classification isn’t quite appropriate. Have other sea travelers encountered similar problems? How should it be handled?

In chemical plants, frameworks, tanks of various types (such as fire water tanks), and concrete platforms are considered structures, while control rooms, power distribution rooms, and analysis booths are regarded as buildings. Cabinet rooms that are not modular are also classified as buildings.
