In the classification standards for pressure vessels, does the design pressure refer to gauge pressure or absolute pressure?

This post was last edited by WallaceLee on 2019-12-13 at 10:20. As shown in the figure, 0.1≤p≤1.6 MPa corresponds to low-pressure vessels; so does this 1.6 MPa refer to absolute pressure or gauge pressure?
It should be gauge pressure, taking into account the pressure difference between the two sides; for example, an internal pressure of 1.6 and an external jacket pressure of -0.1
