Fire separation distance in tank farm area

I would like to ask fellow sailors: should the fire separation distance between Class A tank areas and other buildings be measured from the outer wall of the tanks, or from the fire dike?

The outer wall of the tank is mentioned in the interpretations of petrochemical regulations.
This is definitely calculated based on the outer wall of the tank; both the Building Design Fire Protection Code and the petrochemical regulations specify this
Measured from the outer wall of the storage tank, but the fire dike must be at least 10 meters away from adjacent buildings. See the notes in the Building Code.
