As I understand it, the request for quotes outlines the technical requirements, while the tender documents cover the commercial requirements – I’m not sure if this is correct.
A request for quotation generally needs to specify the technical requirements, while the commercial requirements refer to the price quoted in response to the request. Separate data requirements should not be necessary.
