Unloading flow control

Dear teachers, our company has added unloading cranes for methanol and pentane; these are integrated skid-mounted units. There are no flow meters at the trestle, nor any flow meters at the points where the liquid enters the process tanks. Is such a design in compliance with relevant regulations? Can flow control during unloading, which relies solely on valve control and estimation of liquid level changes after the tank is filled, meet safety requirements? Ask the teacher for an explanation
Don’t tank trucks have a liquid level indicator? It would be better if there were a scale next to the flexible hose; moreover, the flow meter may not be accurate. It is best to judge based on the liquid levels in the storage tanks and tank trucks; ultimately, the weight measured by weighing equipment shall prevail.
I guess you don’t have any experience in unloading liquefied gas tankers? ? ? ?
Is no pump needed for unloading? Is there no traffic at the exit?
