Key Projects Driven by high profits, from 2006 to 2008, coal chemical industries saw rapid development in coal-rich regions such as Ordos, Xilin Gol, and Hulunbuir. Soon, 33 key coal chemical projects of significant scale were established, including the Datang Duolun coal-to-olefins project, the SNOW Group dimethyl ether project, the Baotou Shenhua coal-to-olefins project, the Tongliao coal chemical ethylene glycol project, the Shenhua Group direct coal liquefaction project, and the Yitai Group indirect coal-to-oil project. The investment scale for these projects is in the order of billions or even hundreds of billions. By 2008, the total investment in coal chemical industry accounted for nearly 37.6% of the total investment in the chemical industry, amounting to 42 billion yuan. 　　In 2009, Inner Mongolia will study **industrial policies; in line with these policies and market demands, it will increase regulation of the chemical industry to prevent uncontrolled development. Focus will be placed on expanding the coal chemical industry to lay the foundation for establishing coal chemical production capacity in the tens of millions of tons range as soon as possible. In 2009, with clean coal chemical processing as the core, and focusing on four main areas – fertilizers, methanol, aromatics, and synthetic oils – efforts will be made to further develop new coal chemical product chains, thereby achieving a coal chemical production capacity in the tens of millions of tons. In the western part of Inner Mongolia, efforts are focused on advancing the construction of large-scale projects for coal liquefaction, coal coking, methanol production, dimethyl ether production, olefin production from methanol, and the deep processing of coal tar ； In the Mengdong region, efforts are primarily focused on advancing the construction of large-scale projects related to coal-based olefins, methanol, dimethyl ether, coking, humic acid, urea, and others. Efforts will be made to ensure that the Shenhua Group’s Ordos coal-to-oil project operates at full capacity and meets all required standards. Special attention will be given to the construction of various ongoing chemical projects as well as those scheduled to begin, including Shenhua’s Baotou coal-to-olefins project, Datang’s coal-based olefins project, Sanlian Chemical Group’s PVC project, Zhongyan Jilantai’s second-phase PVC project, Zhongtian Hechuang’s dimethyl ether project, and Shenhua’s coal coking project. 　　Inner Mongolia has made preliminary plans to leverage its advantages in the eastern region by establishing three large-scale coal chemical industrial bases in Hulunbuir, Huolinhe, and Xilinhot, aiming to turn the eastern part of Inner Mongolia into an **important modern coal chemical industry hub. Inner Mongolia plans to have a methanol production capacity of 5.4 million tons (and 1 million tons of dimethyl ether) by 2010, as well as a low-temperature pyrolysis capacity for lignite of 15 million tons.
