Old K says every week – Post 2: **Regarding the management of the survey and design industry, I wonder if everyone shares this experience. In peaceful times, social management becomes increasingly complex, to the point where it seriously hinders societal development. There are many unreasonable practices, and people have become so used to them that they consider them normal. Another phenomenon is that many bad habits, once formed—especially when they are tied to interests—it becomes extremely difficult to change them, unless there is strong external pressure or some event occurs that creates public opinion pressure. The greatest truths are simplest, meaning that the fundamental principles, methods, and laws are extremely simple – so simple that they can be explained in just one or two sentences. As the saying goes, \"A true message in one word is worth ten thousand books of falsehood.\" “\"Tao\" is an important concept in Chinese philosophy, representing the \"ultimate truth\". This concept is not only valued by various philosophical schools but also employed by religious traditions such as Taoism. Many people have a misunderstanding on this matter; they think that the truth about the universe and life must be extremely simple and does not require any effort to explore. As a result, they either consider ignorance to be equivalent to enlightenment, or they hope that some wise teacher can explain everything in just a few words, enabling people to understand all the mysteries of the universe and life. Some people also oppose any \"complex expressions\" on the grounds that \"the greatest truth is simplicity,\" not realizing that the Buddha taught for forty-nine years, and his teachings were later compiled into the Tripitaka with its twelve divisions of scriptures! Regarding the difficulty humans have in understanding the universe, Einstein once used a metaphor: Is it possible for a fish to know that water is composed of hydrogen and oxygen? In his famous work \"Red and Black,\" French writer Stendhal used the perspective of the protagonist Julien to illustrate the difficulty of understanding societal dynamics: A hunter fired a shot at a prey animal in the distance, then ran after it; along the way, he accidentally knocked over a nest of ants. The ants, which had been busy in an orderly manner, suddenly scattered in all directions; everyone was stunned. Even the most philosophical among them could hardly imagine that this dark projectile was actually a hunter’s shoe, one that had been preceded by a beam of red light and a loud noise! One monk carries water to drink, two monks carry water to drink, three monks have no water to drink. If there are three or more monks who want to have water to drink, they need to establish a system for dividing the tasks of fetching water. The development of anything is a process that moves from simplicity to complexity; what we need to consider is how to simplify this complexity further in order to make it more rational. After saying so much, what I really want to convey is that this is roughly the current state of our management. **The management of the survey and design industry currently relies on an access system, which combines institutional qualifications with individual qualifications. The authority in charge of regulating the qualifications of entities in the petrochemical survey and design industry is the Ministry of Housing and Urban-Rural Development of the State Council (referred to as the Ministry of Housing and Urban-Rural Development). As for individual qualifications, the relevant authorities vary depending on the specific specialty, with the Ministry of Housing and Urban-Rural Development and the Ministry of Human Resources and Social Security of the People’s Republic of China (referred to as the Ministry of Human Resources and Social Security) being responsible in respective cases. The acquisition of unit qualifications is carried out through an application and approval process. In the petrochemical survey and design industry, unit qualifications are classified into Comprehensive Grade A, Industry Grade A, Professional Grade A, and Professional Grade B. Industries related to petrochemicals include chemicals, petrochemicals, and pharmaceuticals, as well as oil and gas. The specialties related to petrochemicals include refinery engineering, chemical engineering, storage and transportation of refined and chemical products, chemical mining, biochemistry and biopharmaceuticals, chemical raw materials, traditional Chinese medicines, drug formulations, medical devices, oilfield surface operations, gasfield surface operations, pipeline transportation, offshore oil exploration, oil and gas storage facilities, oil and gas processing, and the manufacturing and repair of petroleum machinery. Each grade has specific requirements regarding the number of professionals required in relevant fields. There has always been the question of whether something comes first: the new unit or the certification, when it comes to obtaining such certification. Certification starts at level B, and it requires a certain level of performance record; without the necessary qualifications, one cannot take on projects, so how can there be any performance record? Therefore, a workaround is adopted, requiring you to provide hypothetical design documents or collaborative design materials. In such cases, it is very difficult to obtain evidence through legitimate channels if one does not use backdoor methods; therefore, design firms in both private and foreign-owned enterprises generally opt for acquisition as a way to obtain the necessary evidence. Individual qualifications come in the form of professional titles and registered engineers. Professional titles follow the practices of the past; they are obtained through evaluation, while registration as an engineer is achieved through examination. Professional titles are divided into junior (assistant engineer), intermediate (engineer), senior (senior engineer), and professor-level senior (professor-level senior engineer). Someone asked when we met, \"Are you a high school teacher?\" A person who is not in the industry won’t understand what it means; they might think it refers to “high,” possibly thinking it’s a question about height. It’s a joke. The registration system is a practice adopted from the West; it was gradually implemented after around 2000. Some fields have not yet adopted this system. The aim of introducing this foreign practice is to phase out professional titles and replace evaluations with examinations, in order to achieve greater fairness and objectivity. However, given the current situation, it is basically impossible to eliminate the professional title evaluation system – it has been in use for many years and has become entrenched, making changes difficult. There are many factors involved, which will not be discussed in detail here. Personal professional titles and registration qualifications can only be exercised when working at a qualified organization. Let’s talk again about the management methods in the West; this information was obtained from foreigners, so it may not be accurate. In the West, a system of individual registration is in use, managed by industry associations; there is no concept of institutional qualifications or individual professional titles. Individuals obtain registration qualifications by passing exams, thereby entering the industry. Projects undertaken by organizations are entirely based on market principles; it is the client who decides whether to engage such organizations. If the client believes that they are capable of carrying out the work, then they will be hired. Design firms and engineering companies mitigate their own risks as well as those of the clients by purchasing project insurance. Of course, these firms must act in accordance with laws and regulations; any violations will result in legal consequences, which can be severe. For the signing and stamping of drawings from design institutes, the reviewers must possess registered qualifications.
