Nitrogen water seal installation for storage tanks in the tank farm

Our storage tanks are currently equipped with a water seal, a nitrogen seal, and an RTO exhaust pipeline. We want to maintain the nitrogen pressure in the tanks at 1–1.3 kPa; currently, the pressure after nitrogen pressure reduction is 1.5 kPa. I would like to ask whether it is possible to achieve this by adjusting the level of the water seal What should be done if it’s not possible? Is it necessary to replace the control valve?
It would be best to include one or two simple flowcharts; explaining things with visuals makes it more intuitive.
Increasing the pressure of nitrogen poses a series of problems that require comprehensive analysis; it cannot be solved simply by adjusting the level of the water seal fluid.
A pressure switch is installed above the tank; when the pressure exceeds 1.5 kPa, it automatically shuts off the solenoid valve that controls the supply of nitrogen. A liquid seal tank can be added later, with a liquid level of 1 to 1.3 meters
