Analysis of the reasons for sludge floating in high-density sedimentation tanks

My workshop has newly installed a set of high-density sedimentation tanks. During operation, the floc size is small, sludge floats at the top of the inclined tubes, and the amount of substrate sludge is low. Please analyze the reasons for this and suggest ways to address it. The agents used are PAM anions, sodium carbonate, PAC, and sodium hydroxide.
First, check the water quality; if there are scale inhibitors present, consider replacing them. Replace PAC with polyferric chloride; PAC has specific requirements regarding pH, and what is the molecular weight of PAM? Increase the frequency of the sludge return pump. I also don’t know what the reaction status of that sodium carbonate is; fine particles must be produced as a result of the reaction. Aerate the regular flocculation zone to stir up the sediment at the bottom, allowing it to mix thoroughly with the fine particles in the incoming water and settle. It’s best to do an experiment.
