Design details of horizontal liquefied hydrocarbon storage tanks

Everyone, we plan to install a horizontal liquefied hydrocarbon storage tank with a capacity of 100 cubic meters, used for storing chloroethane. I’ve been looking at some drawings of such tanks, and I’m wondering why some of them have exhaust ports located at the bottom – can’t they be placed at the top instead? Can the feed pipe simply be inserted directly? Are there any other detailed requirements? Are there any relevant standards or example drawings available?
1) The exhaust pipe should allow for easy connection, so its outlet is located at the lower part. 2) The feed pipe needs to make a 90-degree bend when it goes in, with a beveled end
