Since a person’s foot surface area is approximately 0.05 m2, and assuming a weight of 100 KG, the required load should reach 2000 KG/m2 (20000 N/m2). Why is the live load on the floor only 3 KN/M2?

Static pressure is different from dynamic force, right? When you step on a scale, the impact weight is higher than your actual body weight. Also, when working, a person has to bear weight while stepping; does this force need to be taken into consideration? Is there still a design margin needed?
