Are the welding heat treatment requirements for industrial pipelines related to the medium used?

The screenshot shows the regulations in the petrochemical industry regarding heat treatment; it doesn’t mention anything about the influence of the medium. The classifications are based solely on the wall thickness and minimum tensile strength of the pipes. In the design specifications I’ve seen, all pipes with 15-millimeter nut materials are specified to require stress relief, yet it is also stated that heat treatment should be carried out in accordance with the regulations – which is quite confusing. For pipes with small diameters, such as DN25, with a wall thickness of 3 mm and a minimum tensile strength of 440 MPa, heat treatment isn’t required according to the regulations, but the construction drawings still specify stress relief. It’s quite ambiguous – could it be related to the medium? ? ?

It might still be related. It’s not specified in the domestic industry standards or national standards, but it is mentioned in the American standard \"Industrial Pipelines\" B31.3. It has something to do with the medium, but I’m not entirely sure either
