According to Note 7 of Table 4.1.9 of the Petrochemical Regulations, non-fire hazardous facilities refer to facilities that do not fall within the category of fire hazardous facilities. Generally speaking, fire hazard facilities refer to those facilities where safety risks such as explosions, fires or radioactive leaks may occur, while non-fire hazard facilities refer to other facilities. At present, there is no specific definition and standard specification for "non-fire hazardous facilities", so in practice, judgment needs to be made based on specific circumstances. When encountering relevant problems, you can refer to relevant laws, regulations, standards or technical specifications of the petrochemical industry, or you can consult professional technicians or institutions for scientific and reasonable judgment and handling. .
My understanding is that if there is no fire hazard, it means that the raw materials or products are not flammable.

The nearest building is the other party’s office building, and I want to comply with the Petrochemical Code 4.1.9: When there are non-fire hazard facilities within the walls of an adjacent factory, the minimum fire separation distance between them and important factory-wide or regional facilities can be 25m. The other party's company is a hazardous waste disposal company with an incinerator, and the petrochemical regulations do not apply. How to prove whether the office building within the other party's wall is a fire hazard facility?
I just found Appendix A in the design specifications for automatic sprinkler systems. Office buildings are listed as light fire hazards. Does this constitute a fire hazard facility?
