Regarding the determination of CO toxicity hazard levels

In the latest 2017 edition of "HG/T20660-2017 Classification Standards for Toxicity Hazards and Explosion Hazards of Chemical Media in Pressure Vessels", CO is classified as a highly hazardous medium. Does the presence of CO in the medium count as a highly hazardous medium? For example, if the CO content in some coal gas is around 10-30%, does it have to be considered highly hazardous? In addition, I remember that the General Administration had a reply before that CO can still be considered as a moderate hazard, but now I can't find the source.
