However, the \"Technical Requirements for the Storage and Maintenance of Flammable and Explosive Goods\" (GB 17914-2013) defines flammable liquids as those with a closed-cup flash point not exceeding 60 degrees Celsius or an open-cup flash point not exceeding 65.6 degrees Celsius. Which one is the precise definition?
13690 is a general guideline for chemicals, and it is quite broad in scope. There is also GB20581 ； In GB20581, flammable liquids are divided into four categories; those with a flash point of 60–93 fall into the fourth category, are classified as combustible liquids, and do not require warning labels ； For example, the warning label tags on vehicles used for transporting hazardous materials are subject to these specifications. GB17914 specifies the storage and maintenance conditions; it applies to areas such as hazardous materials warehouses and tank farms. Substances with a flash point above 60, which are relatively safe (such as diesel), fall outside the scope of this standard ； Therefore, when looking for standards and specifications, it is necessary to consider the application scenario.
