Can GC1 construction qualifications be used to construct GC2 and GC3 pipelines?

Having GC1 qualification does not allow one to engage in GB2-class thermal pipeline installation projects; the two categories are different and cannot be substituted for each other. By obtaining the GC1 qualification, one is eligible to carry out pipeline installation work at the GC2 and GC3 levels.

GC1 can be applied for directly. Additionally, there are no GC3-grade industrial pipes available at the moment.
