Flow rate issue

I’d like to ask everyone: when the pipe diameter is fixed, how should the flow velocity be controlled to meet the required flow rate? I’m not quite sure what controls the flow velocity within a pipe—is it a control system like DCS?
Don’t try to define problems outside of the existing body of knowledge; it’s wishful thinking to expect to understand problems without studying it first
Given a fixed pipe size, the flow rate is generally controlled by pumps, valves, or throttling devices.
If you don’t want to answer, you don’t have to; let’s not waste each other’s time
