In the Class A storage tank area of my company, there are dual valves (manual valves) at the base of the tanks, along with control valves that can be operated remotely. Experts suggested that the manual valves should be located outside the fire dike... However, I have only found information stating that the valves used for fire control must be outside the fire dike.
