On November 7, 2024, the U.S. Department of Commerce issued a statement announcing its preliminary anti-dumping determination regarding 2,4-Dichlorophenoxyacetic Acid imported from China and India. The preliminary finding was that the exporter Thai Harvest Ltd. and the manufacturer Jiang* Tianyu Chemical Co., Ltd. engaged in dumping at a rate of 17.07% (with a guarantee rate of 16.44% after subsidies were taken into account); other Chinese manufacturers/exporters were found to be dumping at a rate of 127.21% (with a guarantee rate of 126.58% after subsidies were considered); while Indian manufacturers/exporters had a dumping rate of 3.91%–13.23% (with a guarantee rate of 0.87%–7.99% after subsidies were accounted for). The U.S. Department of Commerce is expected to issue a final anti-dumping ruling on March 27, 2025. This case involves products under the U.S. customs code 2918.99.2010.
