Can a self-acting control valve be equipped with a handwheel?

May I ask if a self-acting control valve can be equipped with a handwheel? How can a valve without a handwheel be opened or closed completely?
I have never seen a self-acting control valve with a handwheel; it relies mainly on the pressure of the medium and the tension of the spring for regulation.
I also think it should not come without a handwheel, but the owner said their production equipment does have one. I don’t believe it, that’s why I’m asking everyone.
There is no handwheel. Since it is called self-regulating, it should not rely on external forces; instead, it uses the pressure and temperature of the medium itself as energy to drive the valve’s operation.
The client can also ask you to provide him with a handwheel. However, self-acting types generally do not come with handwheels. Full opening and closing of the pipeline are generally achieved through manual valves

In a project that is currently in progress, self-acting control valves are also used, but they were not purchased. I’m not sure whether a handwheel is necessary; generally, such control valves come with one
I asked the valve manufacturer, and they said it doesn’t come with one. A stop valve should be installed on the pipeline.
