**The department keeps saying throughout the day that it wants to reduce the tax burden on physical enterprises, but there’s more talk than action; reductions are made by cutting into workers’ social insurance and pension contributions, without lowering administrative fees. Administrative fees are high, and there is no oversight. Take the mandatory testing instruments used in enterprises as an example – their costs are extremely high, utterly outrageous. The cost of purchasing a pressure gauge is 50 to 60 yuan; yet once it is installed on a pressure vessel, it becomes classified as a Class A gauge. It requires mandatory inspection by the department’s quality supervision agency, and its validity period is only half a year – inspections must be carried out twice a year. The cost for such inspections is 80 yuan per gauge, so for one pressure gauge per year, the inspection cost amounts to 160 yuan, while the actual cost of the gauge itself is only 60 yuan. Even if you replace it with a new gauge, you still can’t avoid this requirement. And what is the cost of calibrating a pressure gauge? It’s nothing more than applying pressure, using a calibration instrument to test the gauge, and issuing a certificate of conformity. Gas detectors for flammable and toxic gases cost only a few thousand yuan to purchase. However, the quality supervision agency charges 600 yuan to calibrate them for flammable gases, 700 yuan for H2S, and 800 yuan for NH3. With calibration performed twice a year, the total cost over two years exceeds the price of buying a new detector. The cost of calibration consists merely of a small amount of sample gas. Nowadays, the quality supervision agency comes directly to the companies’ sites to carry out the calibration; it can earn hundreds of yuan in just one morning, using barely any sample gas at all. Such exorbitant profits surely shouldn’t be allowed to place a burden on companies ? ?
You’re right; the fees are exorbitant and the period is only half a year, but the authorities will come to investigate if anything goes wrong
We know all too well that the inspection fees are too high; some inspection agencies even issue fiscal receipts, which is simply unacceptable.

It used to be about a year, now it’s half a year; are you willing to try 3 months? In fact, companies don’t dare to be unscrupulous, as their livelihoods are at stake. Moreover, the pressure gauges in question lack the capability to trigger any chain reaction, so having them inspected is nothing but self-deception.

I think it should be gradually relaxed – **just issue licenses, and companies can choose qualified entities for testing**
Evidence can be collected within the company; once it’s obtained, self-inspection can be carried out. It’s simple to establish a calibration standard for pressure gauges.
