It is generally analyzed jointly by the process package manufacturer, the design institute, and the owner, with the design institute taking charge of the process, to ultimately arrive at certain conclusions and measures.

If your process is on that list, then congratulations – you must implement a SIS; otherwise, the safety assessment will not be approved. Of course, in some places, safety supervisors, fearing that accidents might affect them personally, blindly expand the requirements; regardless of the specific process used, as long as it is related to chemicals, an SIS system must be installed. There are also nuances when it comes to SIS levels – there are those with SIL2 and those with SIL3. Some are expensive and some are cheap. So, if you just want to trick the safety authorities into approving the safety assessment, then choose the cheaper SIL2 option.
