I suggest you read some books on automatic control; control theory is the foundation of automatic control, and it’s impossible to explain it in just a few words. There are also many tutorials on the forum; just do a search and you’ll find plenty of them.
The set value for parameter two is obtained by dividing the measured value of parameter one by its range, multiplying that result by the range of the other controlled parameter, two, and then multiplying by a coefficient.

A cascade control system has two closed loops in its structure; one closed loop is inside the other, and it is referred to as the inner loop or secondary loop; The other closed loop is external, and is called the outer loop or main loop. The secondary loop is responsible for coarse adjustment during the control process, while the primary loop handles fine adjustment. Cascade control achieves control effects that are difficult to attain with a conventional single-loop control system by leveraging the cooperation of these two loops.
