Can such a control valve be operated manually?

This post was last edited by sxf1028102800 on 2017-9-19 10:36. Is the long cylinder to the right of the control valve a cylinder? Can such a control valve be changed to manual mode? Not quite sure; please let someone who knows explain it. Thank you, points will be given as shown in the image:
If there is a handwheel, it can be operated manually on-site.
It’s a cylinder butterfly valve; that cylinder is the actuator.
If there is also a handwheel, it is possible to manually open and close it on the actuator as well, though it is rather cumbersome

Without a handwheel, manual operation on-site is not possible; it can be done manually via the DCS.
There is no handwheel; even if a positioner is available, it can still be changed to manual mode
