For example, for a gauge ranging from 0-100 kPa, should one choose a standard gauge ranging from 0-250 kPa for calibration, or one ranging from 0-700 kPa? Are there any regulations in this regard?

There are no rules; choose a watch with higher measurement precision.
The upper measurement limit of the standard gauge = the upper measurement limit of the gauge under calibration * 4/3. The accuracy class of the standard gauge ≤ 1/3 of the accuracy of the gauge under calibration × (upper limit of the gauge under calibration / upper limit of the standard gauge)
