SIS ensures safety, but there must be a balance in terms of cost-effectiveness and the level of controllability of the risks associated with the equipment; it is not necessary to use SIS in all cases – each situation needs to be analyzed on its own.
This depends on how the local safety supervision agency understands safety assessments. In general, a Hazop analysis is carried out first to determine whether the existing protective measures meet the requirements for safe production. On this basis, a decision can be made as to whether to implement SIS. As domestic safety management continues to develop, it is better to adhere to higher standards; what meets the safety regulations this year might not meet them next year if local authorities have a different interpretation of those regulations.
