Can a pneumatic cut-off valve be modified into a control valve?
Generally, it’s not possible; the cut-off device has only a switch and no flow control mechanism – its purpose is to enable rapid action, mainly for emergency shutdowns for safety reasons. It usually comes with both manual and automatic interlock shutdown functions.
Just considering the modification itself, it shouldn’t be very difficult; most shut-off valves are ball valves, so why not convert them into control valves? I’ve even seen manual valves being changed into control valves, as well as manual valves being equipped with pneumatic motor control.

Among them, gate valves indeed cannot be used for regulation. As for ball valves, are you worried that the material of the ball surface might not be suitable and could be worn out during regulation, or is there some other reason? The impact of butterfly valves should be less severe. Of course, such modifications certainly can’t be done by simply changing the traffic characteristics to whatever you want.

For pipelines with high pressure differences, you need to use angle valves, cage valves, etc. If you use ball valves or butterfly valves as control valves, high pressure will leak into the low-pressure area, affecting the low-pressure equipment……
