Installation of grounding bolts

Dear experts, I’m a newcomer to the field of electrical engineering; previously I was mainly involved in low-voltage design, and now my work involves some on-site installation tasks. Regarding the external grounding of the entire machine set, I use grounding bolts. Should I first drill holes in them before inserting them, so that it’s easier to remove them later and attach the grounding wires using copper clamps? If the bolts are welded first, how can the grounding wire be installed afterward?
The devices that are to be connected usually have grounding terminals, or it is possible to use the appropriate bolts on the device. If bolts must be used, the threading method you mentioned can be employed: a screw rod is inserted, and then a nut is used to secure the copper terminal, or the head of the bolt can be welded in order to fix the copper terminal as well
