Work interface for instrument selection

Is it the process department or the electrical and instrumentation department responsible for selecting the instruments? Where are the process interfaces for the two specialties?
Appendix A of SH/T3551-2013 \"Code for Acceptance of Construction Quality of Petrochemical Instrumentation Projects\" provides a detailed classification ； HG/T 20636-1998 Regulations on the Management of Professional Design for Automatic Control also provides a detailed classification; it is said that a 2017 version already exists.

Instrument selection is the responsibility of the instrumentation team. The installation location and process conditions are specified by the process engineering team; once the interface conditions are determined by the instrumentation team, those conditions are sent back to the process engineering team.
