Issues regarding the installation of Safety Instrumented Systems (SIS) for loading arms used with flammable and explosive liquids

The loading arm system in the tank farm is currently controlled by DCS; it is not certain whether a SIS system will be added (no HAZOP analysis has been conducted yet). I would like to ask those who have used or been involved in such projects: did you all add SIS in this location? Thank you first!
Currently, it is all controlled by DCS, PLC, and batch controllers. Methodologically speaking, to obtain data support, it is necessary to analyze the SIL level and make corresponding configurations based on that level; however, I personally estimate that this applies to levels below SIL1 (for conventional oils)
The loading and unloading in the tank area has its own system, with a high safety factor; there is no need to add an SIS
We haven’t done that; it doesn’t seem necessary.
