Regarding FSA safety assessment

Regarding chemical plants that involve \"two key aspects and one major issue\" and for which a safety instrumented system is required, should a Functional Safety Assessment (FSA) be conducted? My fellow experts, who is responsible for carrying out this FSA?
Weren’t we supposed to do an HZOP analysis?
It must be related to the manufacturing process; all analyses are carried out as part of this process, and what is ultimately provided to us is the SIL level.
Process and automatic control design are involved, with the process taking precedence.

It is generally carried out by third-party agencies: first, a HAZOP analysis is used to conduct risk assessment, then the LOPA method is applied to identify safety requirements, and ultimately the Safety Integrity Level SIL for each SIF in the safety instrumented system is determined.
For safety assessment, right? There’s such a thing, isn’t there? That factory that exploded in Xiangshui a few days ago – it hadn’t undergone any safety assessments; how could it be allowed to operate? It’s a legitimate company; I guess it has all the necessary permits and documentation :lol The evaluations are just a formality. With it or without it, I think it doesn’t matter; just as you can’t hold in your urine if there’s no toilet, there’s no way around letting water flow out......
