Regular orifice plates and vortex flow meters work just fine. Pay close attention to the material
Flange-mounted pressure transducer for mass flow meters or balance flow meters

For dry chlorine, a metal tube rotameter lined with PTFE can be considered

To measure gas accurately, a mass flow meter must be used! Eliminate the uncertainty in performing thermobaric compensation; either Coriolis force or thermal methods can be used!
