Your method of draining is wrong. Steam will damage the meter! The pressure gauge tube should be filled with water; why drain any water? With fluid accumulation in the tube, the pressure remains constant; it can be removed simply by transferring it away. .
For low-pressure steam, the pressure gauge can be in contact with the steam; it can be installed vertically using a condensation ring.
