The cabinet room and the workshop power distribution room share the same building

Is this acceptable? I plan to use the cabinets in the third-floor cabinet room and the fire protection cabinets, as well as the cabinet room in the power distribution room on the second floor. Does that also count as a control room? Our control room is located far away from the power distribution building; is it compliant to have the control room 130 meters away? Please advise
