What do 0 to the minimum range and 0 to the maximum range in the image mean? My minimum flow rate is 0.05. Is that acceptable?

The range shown in the table is the measurement range, namely a minimum upper limit of 0.1 m/s and a maximum upper limit of 10 m/s.

The measured range should be within the full scale; generally, it is more appropriate to use a range that falls in the middle of the full scale.
The flow rate being different means the volume flow will be different too. What is your volume flow?
The relationship between flow rate and range also reflects the range ratios for different pipe diameters, which is fine.
The range for a 2.5 caliber model is 0 to 0.0018 m3/h; if my flow rate falls within this range, can it be measured?
