Why can’t you use an umbrella in the plant area on rainy days?

I’ve seen several factories include in their management rules the prohibition against using umbrellas in the plant area during rainy days. Why is that? **Are there any safety regulations in this regard?
I’ve heard it before: the buzzing sound of electricity at the top of an umbrella on a rainy day.
How do you use an umbrella? Don’t people wear raincoats instead?
