Are you sure about what you’re saying? Not only Rockwell Automation, but the other two companies as well have developed their own SIS systems while acting as agents for imported brands, and all of them have obtained relevant foreign safety certifications!
The HiaGuard system is a Safety Instrumented System (SIS) independently developed by Hollyland Group for industrial automation safety applications; this system has received TüV Rheinland SIL3 certification. TCS-900 is a high-end SIS product independently developed by Zhongkong. It employs key security technologies such as Triple Modular Redundancy (TMR) and Hardware Intrinsic Fault Tolerance (HIFT), and has obtained TüV Rheinland certification. The safety protection and critical control system TSxPlus, developed by Conixen, has obtained the Rhein TUV FS & Cyber Security certificate (a certificate for functional safety and information security) as well as the ISA Secure EDSA certificate (an American information security certificate). TSxPlus is the only security system in China that meets the IEC62443-4-1 and IEC62443-4-2 standards and has obtained TÜV Rheinland SL1 certification; it is also the only security system in China that complies with the ISA Secure EDSA 2.0.0 standard and has achieved Level 1 certification.
Hikvision, Hollyland, and Conson all have their own SIS products, all of which have passed TUV SIL3 certification!
Knowledge updates are a bit slow; the central control system already had its own SIS products 4 years ago!
