RS flip-flop, the set output must remain at 1

For an RS flip-flop, the set output remains at 1; why does the reset signal need to remain high continuously? Is the switch for the electric pump a normally open type? So, the relay on this side can be activated only by setting it,? Can this set signal be provided as a pulse?
Low-pressure pump, start/stop – normally open contact; closes when starting, opens when stopping； High-pressure pump; start and stop are controlled by pulse signals (pulses at a high level for 3–5 seconds), dual-channel, with electrical self-locking function.
Why are pulse signals used to start and stop high-pressure pumps?
Is it asking about what GE said? It has a self-locking function, right?
