Can the cumulative flow meter control valve used for discharging from the tank area be set to shut off automatically when the desired discharge volume is reached? I have no experience in positions related to tank areas, and I wonder whether the amount of material fed into and taken out of these areas can be set automatically, or whether it relies mainly on human supervision.
This function can be achieved using a flow rate quantitative (fixed value) controller
A counter module can be installed in the control system to close the valve when the set value is reached! However, it is best to implement relevant protective measures to prevent the transfer pump from being damaged!
In the FIQ-101 shown in the diagram, there is no letter C, and there are no control requirements; there is something wrong with this diagram.
It can be controlled automatically, but the needs of upstream and downstream parties also need to be taken into consideration. It can be automatically controlled within the normal design flow rate, but the feeding to the tank is generally controlled by upstream devices, while the discharging from the tank is controlled by downstream devices. As an operator in the tank area, it is sufficient to ensure that the liquid level is neither too low nor too high, and to keep an eye on the transfer pump; when the flow rate is low, it is necessary to open the return valve to send the liquid back to the tank.

There are corresponding function blocks available in DCS; it’s also possible to create them manually by using an accumulation module along with a comparison module to generate a comparison output, which can then be connected to the alarm system, or an interlock module can be added
From the perspective of control technology, there is no problem with this; it can be implemented using a DCS or a batch controller. It is more important to consider meeting the process requirements and management requirements.
