Document No. 114 stipulates that the evaluation and verification of SIS should be completed by the end of 19. I believe everyone has basically finished their work; we hired a third party to do it, at a cost of 80,000. However, the results seem incorrect to me – there’s a large discrepancy compared to the standards. The specifications mention an SRS, or Safety Requirements Specification, but we don’t have one. Who is responsible for creating this? Without it, the work they’ve done seems meaningless. What did you guys do in similar situations? Could you please provide some templates? I am extremely grateful. . .

Engage a professional and qualified organization to carry out HAZOP analysis and SIL level assessment. This is initiated by the Safety and Environment department; usually, the industrial park where we are located will specify which company to use, and it’s essential to choose one that is qualified. 80,000 – your device isn’t very large, is it? Then, based on the evaluation, improvements are made; those items that do not meet the standards are corrected. In the case of older installations, many devices need to be replaced, especially instruments.
And it is done once a year, with the standards constantly changing.

At present, most enterprises have completed their SIL assessments, but many problems still exist; owners have varying levels of understanding, and the third-party agencies available are of uneven quality. Some third parties actually think that SIL assessment is the same as SIL classification. What they don’t realize is that there is also SIL verification. If consulting firms don’t have a comprehensive understanding, how can they deliver good projects for clients? There are also other issues, such as an improperly designed risk matrix, incomplete HAZOP analyses, inadequate analysis of the consequences and causes of deviations, inaccurate assessments of the severity of those consequences, failure to identify the requirements for safety instrument functions before conducting LOPA analyses, inaccurate identification of independent protection layers, and a lack of basis for determining correction factors. All these factors result in analysis and evaluation outcomes that are unscientific and unreliable.
If you truly want to do this work seriously rather than just going through the motions, it is recommended to seek out a larger third-party consulting firm. A high price does not necessarily mean high quality, and a low price definitely does not imply high quality. You spend what you want to spend, and enjoy the services that correspond to it.
We are also third parties, and everything we do comes with an SRS safety requirement specification. You can have the agency that does it for you make it up. For technical services like this, it’s not enough to complete the service; there also needs to be follow-up support. The market is filled with a mix of quality and low-quality security consulting firms; it’s essential to find one that truly acts in the best interests of our homeowners.
