Why is the connection point wrapped with rubber when installing a radar level gauge in a storage tank?

Hello everyone, when installing a Rosemount radar level gauge on the top of a tank, why is it necessary to wrap the area where the gauge connects to the tank with rubber? What is the purpose of this?
Is it for insulation? I don’t know what the operating conditions are in your storage tank. In some cases, liquid may condense on the radar antenna, preventing proper measurements from being taken
