What is the difference between a rotor flow meter with inlet at the bottom and outlet at the top, and one with inlet at the top and outlet at the bottom?

I would appreciate some guidance from an expert: if the direction of the rotor is opposite to that of the fluid flow, do the directions of rotation for cases where fluid enters from above and exits from below, and those where fluid enters from below and exits from above, remain unchanged?
Have you seen rotameters with inlet and outlet ports? Did it make your head spin when you looked at them?
