Question: Which standard specifies that trade measuring instruments need to undergo mandatory inspection on an annual basis? Can the Metrology Institute now calibrate built-in orifice plate flowmeters? If you know, please let me know. Thank you.
Administrative Measures for the Verification of Working Measuring Instruments Subject to Mandatory Verification in the People’s Republic of China: Article 2 Mandatory verification refers to the process by which measuring verification institutions affiliated with or authorized by the metrology administrative departments at or above the county level carry out regular and designated verifications on those measuring instruments that are used in trade settlements, safety protection, medical and health services, and environmental monitoring, and that are listed in the “Catalogue of Working Measuring Instruments Subject to Mandatory Verification in the People’s Republic of China” attached to these measures.

As a non-standard throttling device, an embedded orifice plate flow meter, when it is an integrated flow meter, can be calibrated as a single unit by a calibration institute.
Saying it should be inspected every year is not realistic either. As long as both sides still agree, that’s fine. Some factories still face disputes even after sending their products for testing; it’s believed that one party is involved with the measurement units, haha.
If there are disputes regarding trade measuring instruments, there is a complete set of legal procedures for handling such situations, so there is no need to worry. The general process is as follows: If one of the parties involved in the transaction believes that there is a problem with the measuring device (or that there are issues with its calibration), and they are unable to reach an agreement with the other party, they can apply for arbitration to the local quality and metrology supervision authority (or they can directly file a lawsuit in court). The local quality and metrology supervision authority (or the court) then designates a qualified calibration agency to conduct a technical assessment of the problematic measuring device (including arbitration-based calibration). The personal details of those involved in this technical assessment are kept confidential; the individuals themselves do not know which device is being assessed, nor do the two parties involved in the transaction know who is participating in the arbitration. The results of the assessment are sent back to the supervision authority (or court), which then issues an arbitration decision.
