What causes a sudden large amount of foam to appear in a circulating water system?

In summer, the company’s circulating water system often develops a large amount of foam that floats on the surface of the water tank, causing the water quality to become turbid and slightly yellow-brown in color. There was no strange smell at the scene. Inspections were carried out on all the water coolers of the unit by draining water, and even by taking samples for observation or analysis; no obvious abnormalities were found. Since the cause cannot be determined, the amount of circulating water replaced daily has to be increased; this can last for several weeks, resulting in a significant increase in water consumption. Eventually, it fades away and disappears, restoring the clarity of the circulating water. Could it be that the application of fungicides was not appropriate, leading to a sudden proliferation of bacteria and algae in the water? Are there other reasons?
